Lumina Sky Consulting provides consulting services related to methane emissions reductions for the oil and gas industry and MSW landfills. These services include, but are not limited to, regulatory training for EHS and field staff, designing LDAR programs, regulatory advocacy, and regulatory interpretation.
Karen has 20 years of experience in the field of air emissions regulations. She spent 13 years as an Engineer with EPA's Office of Air Quality Planning and Standards and served as the lead rule writer for multiple regulations, including new source performance standards (NSPS) for the oil and gas industry, equipment leaks from chemical manufacturing facilities and petroleum refineries, and MSW landfills. She also was the lead rule writer for the risk and technology review of standards for POTWs. Additionally, Karen spent 6 years as a consultant performing third-party LDAR audits, assisting with permitting, and GHG reporting for the oil and gas industry and petroleum refineries.
During her time at EPA, Karen lead efforts for the approval of alternative technologies for leak detection, including the approval of an alternative means of emission limitation (AMEL) allowing the use of a leak detection sensor network within a refinery.
